European Union Economic Leaders Convene to Discuss Unlocking €140 Billion in Immobilized Russian Funds for Kyiv Support

European Union economic leaders are meeting in the EU capital this morning to address the bloc's economic agenda, featuring the increasingly urgent question of financial support to Ukraine.

Zelenskyy States Nation's Survival Relies on Partners

Kyiv's leader Volodymyr Zelenskyy declared in a latest discussion that Ukraine's existence depended on obtaining additional financial aid from allies.

“We trust, God bless, they will approve this decision,” he stated to reporters. Otherwise, “It will be necessary to seek an alternative, it concerns our surviving. For this reason we need it very much. We rely on partners.”

EU Commission Advocates €140 Billion Reparations Loan

The EU executive still hopes to convince participating countries – including Belgium, that continues to bloc the plan due to juridical concerns – to proceed with a €140bn reparations loan using Moscow's immobilized funds.

EU chief Ursula von der Leyen emphasized today that this represents “the optimal method to support Ukraine’s defence and national finances.”

Decision Delayed Till Year-End Summit

A final decision on the matter has been deferred until the European Council meeting in December, with the funding required at the start of the coming year.

Talks Occur Amid Corruption Scandal in Kyiv

But these discussions come at a difficult time for Kyiv, as the president had to move to contain growing public outrage in Ukraine over a corruption scandal in the power industry, firing two ministers allegedly involved in involvement in a large-scale bribery scheme.

Denmark's economic affairs minister Stephanie Lose was asked about her reaction to the allegations, and insisted that there was commitment to continue supporting Ukraine.

“Naturally, Ukraine will have to persistently focus with reforms, reinforcing all parts of their society [and] that also applies to anti-corruption … but it is clear that there’s a strong European support behind Kyiv,” she said.
